investment property for sale in westchester, ca 90045This one is killing me! It is a rare bank-owned property in Westchester. What happened to the poor family that lived here? There is no way that a Westchester property should be foreclosed on in our current environment. If you know any family that is in distress with their property, please ask them to contact me. A good realtor (particularly a hard-charging lawyer/realtor) can work with a bank to get more time to get a property sold. This family got zero with a foreclosure, when they likely had equity in the property. Having said this, the property is currently in escrow as an REO, but the bank (as owner) will take back-up offers. This 3/2 in the heart of Westport Heights will cashflow as a rental at this price OR make for a nice profit on a rehab. After each blurb below, I reference which platform the conversation is happening on and how you can find it.

The Moms Facebook Group is “secret.” This means that you can’t find it on Facebook unless you are a member. Email me at tracy @ living90045.com and I’ll get you hooked up. It’s a very worthwhile resource for moms and it’s open to moms from 90045, PdR and Playa Vista.

By the way, NextDoor is pretty restrictive with how you deal with your neighbors. There may be super active conversations where the original poster didn’t include my neighborhood, Kentwood South. If you see big conversations that you think the wider 90045 community might want to be aware of and you don’t see Kentwood South tagged, send me a summary and I’ll include it in the roundup.

With that, let’s look at the chatter that caught my eye this week.

Kentwood ICO PSA

Kentwood’s R1 Zoning “emergency” ordinance is expiring in 6 months and there is a question as to what will replace it. If you’re still catching up on this issue, I wrote a lengthy blog post about it on my personal blog here and also posted my recent letter to Councilman Bonin’s staff here. If you want to catch some of your neighbors’ differing viewpoints on the topic, go to NextDoor and search “nco/ico” and “lot size vs property.” The Kentwood Home Guardians are hosting a Q&A next week on Thursday night with a land use expert from Mike Bonin’s staff. I’ve talked to her at length about this topic and found her super articulate about it. Should be an interesting forum. NextDoor, search “ICO” and “kentwood.”

And A PSA For The Coyotes

Lots of coyote chatter still, but it seems to be calming down. The PSA is for the Forum on Wednesday evening sponsored by Mike Bonin’s office. More details here.

1st Annual Westchester Arts & Music Block Party

Did you make it out to WAM? There was no shortage of reminders on social media this week. I volunteered for a couple of hours at the Emerson Garden info table and had a terrific time. Tons of people came out even though it was soooo hot. Lots of kids in the garden, too. NextDoor, search “WAM” and “arts.”

Westchester Park

The thread on NextDoor that was started after the crazy trash incident over Labor Day weekend is still going strong at 234 comments strong. I can’t bring myself to slog through the finger pointing and complaints about racial insensitivity, but if you want to, search “westchester park.”

Somebody Has A Peeve About Grocery Carts

A neighbor posted a rant about people who leave their grocery carts wherever they want at Ralphs on Sepulveda and apparently that resonated with a LOT of people with 43 “thanks” and 51 comments. NextDoor, search “pet peeve.”

And Then There’s The Peeve About NextDoor Itself

A neighbor went on eight paragraph rant about stupid posters on NextDoor and that elicited 75 thanks and 30 replies. A big fuzzy hug to the neighbor who mentioned me by name as a worthwhile poster. 😀

LMU Assault

Sadly, an LMU student was assulted at the LMU library last week and pictures of the alleged assailant were circulated and posted on numerous threads. Reportedly, students were ably to immediately identify the guy. NextDoor and Moms Facebook Page, search “LMU.”

The Mamas Are Sending Love

Ice Cream Truck Girl sold her ice cream truck this week and there were multiple threads on the Moms Facebook page about this girl and what will happen next. It’s a very sad situation. She seems to have mental health and/or drug issues and has a pimp hanging around making it hard for outreach people to help her. I’m the mother of a teenager and this ongoing story is hurting my heart. 😦 Moms Page, search “ice cream truck.”

Tracy’s Favorite 90045 Listings This Week

8807 Reading Ave 90045 Real Estate NewsI saw this 4-plex about a week and a half ago and I’m surprised to see it still on the market. First, the property cash flows with all four units leased. Second, one unit is being delivered empty and the buyer can live there to take advantage of favorable financing. The empty unit is super cute with a private patio. Third, there is big upside in the actual rents. This property is subject to rent control and you would have to evaluate the current tenants’ status to adequately analyze upside, but at some point you’ll see a big uptick in rental income. At this rental price point, this property offers an attractive alternative the newer, pricier apartments being built around Westchester. Fourth, and this would have to be investigated in deeper detail, BUT it looks to me like this property could be expanded with additional units. Certainly the lot size is big enough. There is almost no chance that you will ever get to put this much square footage on a Kentwood lot again, at least not in the foreseeable future. And the house was built in 2005, so it’s a relatively recent build. It is located in North Kentwood and it’s been on the market since April. The new lower price seems like it’s in the zone, but it’s been sitting at that price for two months. It’s highly likely that a lower offer might be considered. 6418 W. 87th Place Los Angeles CA 90045There are a couple of things I really like about this property. First, it’s a 6300 sq ft lot. You can put a very nice house on a lot that size now or later, which brings me to the second thing I really like. This house is clean and imminently livable now, if you’re not ready to renovate yet. One other thing I really like is this home’s location. Emerson Square is less expensive currently because of its proximity to LAX BUT, when the Northside improvements are made, Emerson Square is going to be extra walkable to those amenities. Drop me a note to tour, but don’t delay. I have a feeling this one won’t last.

You’re not going to get into Westchester for under $600K any other way. You can get in with non-jumbo financing, too. Not in the market for a starter home? This property would make a terrific rental. Two bedroom rentals in Westchester go for approximately $2700-3000. This specific little part of 90045 is undoubtedly going to increase with the pricing pressures of Westchester on one side and Inglewood on the other. Zoning Changes Coming To A Neighborhood Near You – As In Yours

Westchester Zoning Changes Are Headed To A City Council Vote

Just this week, the Planning Commission’s final proposed amendments to the Baseline Mansionization Ordinance (BMO) were referred to the City Council’s Planning & Land Use Management Committee for review. The next step is a full Council vote to adopt the recommended restrictions.

In a nutshell, the BMO amendments, which will apply to all of LA, except a few defined communities, will eliminate green building and design incentives and will limit the square footage of your new or remodeled single family home to 45% of your lot size, among other restrictions. The Planning Commission’s final recommendation can be found here.

If you live in Kentwood, you’ve already been living with similar restrictions since mid-2015.

Does Westchester Need Tighter Restrictions?

There is no question that our antiquated Zoning Code needs a facelift. First adopted in 1946, the current Zoning Code has grown from a simple 84-page document to an unwieldy 600+ page book.

But do we need Westchester zoning changes that restrict the size of our homes to less than half the lot size? Is that even a smart idea?

During public hearings on the BMO amendments, four quality of life concerns were identified by the public:

  1. Out-of-scale development
  2. Uncertainty
  3. Increasing traffic
  4. Environmental quality

As I see it, we get a bigger bang for our buck in addressing those concerns with larger, not smaller houses. For instance, larger houses allow us to work from home, thereby minimizing two of the four stated concerns – traffic and the environment.

Additionally, we are facing a housing affordability crisis here in LA. Families are welcoming multiple generations into their homes and need more bedrooms, not less.

Don’t get me wrong. I’m not a fan of “mansionization,” but is 3600 feet of house on a 6000 square foot lot really a mansion?? No, it’s a 5 bedroom home with a backyard that provides three family bedrooms, a home office and a guest room. Does that sound like a mansion to you?

Have you ever driven through east Playa del Rey or Manhattan Beach? Those homes occupy most of their lots and those neighborhoods are very attractive.

From what I’ve observed, the people most vocally opposed to larger homes object because they “hulk” over smaller houses from another era, but eventually all houses will be updated and enlarged, particularly if people care about maximizing resale value (and I posit that most of us care about the value of our home).

Certainly smaller, older homes with historic significance can, should be and are currently protected by historic overlay zones, but who is going to argue that the little boxes on decent-sized lots that populate Westchester rise to the level of historic significance?

What To Do If You Think Impending Changes Are Overly Restrictive

So what do you do if you believe that we should be able to remodel our little boxes into modern family homes? Immediately start contacting our Councilman. This has to happen now, before the BMO amendments come up for a full Council vote. Let him know that small boxy houses don’t fit your vision for the future of Westchester. Councilman Bonin can decide to vote “no” on the amendments or he can carve out Westchester. He’s already carved out Pacific Palisades.

Your Voice Matters

Please don’t think that your voice doesn’t matter, especially when it comes to Westchester zoning changes. I’ve seen time and time again that our Councilman listens to what his constituents say and the fact that he is up for re-election in one year’s time is bound to make him even more sensitive to constituent concerns. I’ve also seen that Pacific Palisades has made enough noise about the BMO amendments that they are getting special treatment. We can, too.

If you’re somebody who doesn’t hang out in your backyard or you don’t mind installing an outdoor sound system, this house rocks and the street it’s on is very appealing, too. The house is super cute and has all the bells and whistles of a recently updated property. The layout is smart and with 3 bedrooms and 2 bathrooms in 1,375 feet, it’s a great home for a smaller or growing family. With the lot size at almost 7,000 feet, you can add square footage to the property later. At $796/ft., the price is aggressive on this property. Drop me a note to tour.

90045 Real Estate News, 7433 Arizona 90045 for saleI wrote about this one last week. I can’t believe it’s still available. I haven’t seen it, but I like the property for a couple of reasons. To start with, the lot size is a whopping 7400 feet. When you look at the Baseline Mansionization Ordinance to determine how big you can build, your returns start diminishing at 7500 feet. This lot is screaming for a nice large executive home. Other reasons I like it are (1) it’s tenant occupied (will scare off other buyers); (2) its out of area listing agent (seems that he’s already priced this property low); (3) it’s 143 days on market (can probably offer less than the already low list); and (4) the property has already been in and out of escrow at least once. It also appears that this property is headed to foreclosure. Call me quick, if you’re interested.

I like this listing because it’s super cute and a bargain compared to Kentwood prices just on the other side of Sepulveda. The “Nowell” architecture is very “Westchester,” too. At 29 days on market, I would offer something less than list. 😉
